Delaware CPA Exam Requirements

Delaware CPA exam requirementsThe Delaware State Board of Accountancy is the only one allowing 3-year bachelor degree holders to site for the CPA exam. Because of this, Delaware has been one of the most popular states for international candidates.

*IMPORTANT* Delaware is going to change its rules. Effective August 1, 2012, 150 credit hours will be a prerequisite to sit for the exam.

While it is still technically possible to apply, study and pass the exam, the time is very tight and will create a lot of pressure on the candidates to go through this route.

With that I strongly recommend that you find alternative ways to get qualified. For 3-year degree holders, you will either need to have a Chartered Accountant qualification (and go through Colorado), or get an additional 4-year bachelor or a master’s degree.

1. Education Requirements (before Aug 1, 2012)

  • Associate degree or above
  • 21 semester units* in accounting, auditing or federal taxation

2. Additional Requirements To Get CPA License:

Delaware used to be a two-tier state where candidates can choose to get a certificate or license. Since 2006, candidates are no longer allowed to get the certificate alone which means that in practice the two-tier system is abolished.

Education:

  • Same as CPA Exam

Experience (before Aug 2012):

  • Public or non-public accounting experience supervised by a CPA license holder (not certificate holder). Chartered accountants from Canada and Australia (and not anywhere else) is considered equivalent to a CPA.
  • The number of years of working experience depends on the candidate’s level of degree — 1 year for Master degree; 2 years for Bachelor degree, and 4 years for Associate degree.
  • The work experience has to be accumulated after (but within 10 years) of getting your degree.
  • You can double check the above information from Delaware State Board of Accountancy.

Ethics Qualifications:

  • First-timers: $823 (4 CPA exam fees) + $145 (initial application fee) = $968
  • Repeaters: exam fees + $65 to $110 repeat application fees

By the way, Delware will obtain the 150 credit hours in 2012, but does it mean that there is no reciprocity between it and other states till the end of 2012 ?

I have an european degree in economics and I’m struggling in understanding which state would be better for me. My current options are Delaware and Colorado.
I have already 1.5 years experience under a US CPA, so I guess if I should consider experience or credits more. If anyone has any experience with one of these State please let me know!

Yes quite possibly. This is only my opinion, but the reason why Delaware doesn’t get the reciprocity now is because the requirements considered more “relaxed” thus not fair to the candidates. When the full 150 hour requirements kick in things may change. But who knows… requirements keep changing every day, that’s the frustrating part.

Assuming your degree is a 4-year degree (i.e. 120 semester hours), then yes — either Delaware and Colorado looks good!
Here is my view on Delaware vs Colorado:

Delaware:

  • less requirement on accounting courses (21 semester hours vs 27 in Colorado). It’s a small difference, but with everything equal this could be an important consideration.
  • allow non-public accounting experience. Not sure where you are working right now, but for Delaware you don’t need to limit your working experience in a CPA firm, while I believe Colorado requires strictly public accounting experience. Please see the link if you aren’t sure about the difference between the two.

Colorado — if you do working in public accounting, you have already fulfilled the 1-year working requirement, which is great.

I think I’ll go with Delaware then. I have 1.5 yrs of non public accounting experience in US. I have 4 years of public accounting in Italy and it’s not considered a relevant experience here. I “paid my dues”, so Delaware seems the perfect choice for me.
Thanks for your suggestion, I did not realize that experience in Colorado was strictly in public accounting, but I may be wrong.

Hi Teena,
From what I heard from Indian readers, 3 yr b.com is normally equivalent to an associate degree, so it makes sense that you go through Delaware.

Just by looking at this info you are good to sit for the exam, but please make sure you can find an active US CPA in India to verify the working experience for you (you’ll need 4 years of relevant experience for associate degree). This is usually the trickiest part.

Basically, 120 semester hours = 3 years of university work; 150 semester hours = 4 years; so 40 semester hours normally = 1 year. Does it help a little bit? Stephanie

Hi Teena,
You are welcome! Well, do you foresee yourself working for a US/Canadian/Australia CPA for the next 4 years? If yes, then go ahead; if not, chances to get the CPA license is unfortunately quite slim… in my opinion at least.

If you pass the CPA exam without the experience, it will be just that — for Delaware. i.e. you can mention in your CV that you “pass the CPA exam” but can’t say you have a “CPA qualification”.

But you may want to check with Leslie-Anne from CPAExcel, a very kind lady from Vancouver who has helped a few of my readers. Let me know how it goes!

I hard that its not too hard to pass CPA exams but it is really hard to get a job at CPA firm though you don’t have any experiance . Is that true?

Hi Teena, in terms of getting a job at a CPA firm, it depends on where you plan to work really.

Let’s say if you plan to work in the US just for the Big 4, then yes, it is difficult under this economic environment.
But if you plan to work in a high-growth region (quite possibly the developing countires) and don’t mind working in smaller CPA firms, you will get a much higher chance to get a job. In fact, for Delaware, they recognize non-public accounting field, i.e. accounting department in any corporations, or in the government or even the academia. I don’t think it is too difficult if you consider all these opportunities.

Having said that, you’ll have to make sure you can get your experience verified by an active CPA licensee (or chartered accountant from Canada or Australia, for Delaware candidates) if you work outside of the US.

Hi Eva,
Yes it is ok but you’ll need to make sure your experience is supervised and/or verified by an active CPA licensee. Whether it is supervised or verified that is required will be dependent on the state you sit for the exam.
This is quite often the most tricky part for the international candidates, because it may not be easy to find someone who is an active US CPA working outsidee US. You can check with the State Board the CPA status of any individual if you have their full name and the state where they are registered in.

Hello Stephanie, thank you for your response. I guess that means I can’t count on my 10 yrs of work experience outside US . I will have to start from scratch . I am residing in VA and have a bachelor in commerce with a major in Financial accounting and Auditing but its 3 yrs degree( 12+3 ) and not the reqd. (12+4). Where does this leave me? On the working experience, ah that’s too bad. For states that require only verification, you sure you can’t find a US CPA who can verify the experience for you? Someone who knows you and willing to lend a hand will do, not necessarily your boss.

Anyway, similar to my reply to Teena, many states require only 1 year of working experience, and since you are living in the US there shouldn’t be problem getting the required experience.

On the educational requirement, for associate degree (or 3 year degree) the only choice would be Delaware.

Hi Umer,
All questions! The states seem to be tightening up their licensing requirement in terms of whether to allow non-US cpas to verify the qualification. So I can’t answer you question with confidence right now, but I can tell you for sure that Delaware does NOT recognize non-CPA verification any more. Most do recognize the so-called “CPA equivalent” notably chartered accountants from Canada, and CA/CPA from Australia. Not too sure where you are from, but Indian CA doesn’t count unfortunately (this is one of the FAQ, in case it applies to you…)

As for states recognizing non accounting work experience, I would say most actually do recognize it but some will need a longer period of working experience to justify that.

I know I didn’t exactly answer your question, but maybe you can go check out the “best state for international candidates” and start from there — most international candidates pick these states for various reasons.

Hi Uday,
New Jersey has a relatively strict requirement. It looks like you’ll need to get an extra degree to fulfill the licensing requirement, but please take a look at the summary here first. By the way, do you want to switch to public accounting? That’s the only reason why I think getting your license specifically in your state of residency is useful. If it’s just for credential it doesn’t matter where you get your license because in the resume you’ll just state “CPA” without mentioning of the state.

Just wondering… would love to hear your thoughts on this.

I need to get my CPA in order to be able to find a full time job in the US.
Recently most corporate offices are stressing on having CPA holder for their accounting positions.
I have an MBA ( from a Private University in Lebanon) & a CMA( from the ICMA board in Monarch University in Australia)
I have over than 13 yrs of experiance being teh Chief payroll officer in a leading private university in Lebanon, and 4 yrs of experinace in coporate offices in the US( being senior accountant / senior Finanacial analyst)
what do u recommend me to do?? & do I have to sit for all the CPA exams??

Hi Souzy,
Oh is it really that the corporates are asking for CPA qualification now?
May I ask whether your boss in the US is an active CPA licensee? That will make things much easier. If not, you can try to go through either Indiana (where you can find any CPA you know (not just your supervisor) that can verify your experience for you), or Illinois where working experience is not necessary for a CPA certificate.

And yes… I am afraid you have to sit for all 4 sections of the CPA exam if you are going for it…

I have 3 years bachelors (Bachelor of commerce) from India. Currently I am working in US in IT (SAP FICO expert) and also doing MBA (will take 1 more year to complete) from University of Phoenix. I want to do CAP to add on to my credentials but not practice as CPA. I dont want to wait till the completation of MBA to do CPA. Looks like Delaware accepts 3 years bachelors, but I need to work under CPA to get the certificate. Can you pls help me with under which other state I meet the CPA exam requirements and CPA certificate requirements.

Thanks for your note! I would highly recommend that you complete (or almost complete) your MBA before applying because Delaware is the only state that accepts an associate degree. If an MBA it opens the door for many more states e.g. Illinois, where you don’t need to get experience to get the CPA certificate.

But then, if you really want to give it a try, you can explore whether your 3-year degree can somehow be seen as equivalent to a 4-year one — it’s possible but depends on your school and your grades. Please check out the Indian policy of WES on this foreign credential evaluation page.

Thanks for your reply. On MBA from UOP, I feel it is worth. Generic MBA gives 36 credits which costs around $25000 (12 classes) . If you do Concentration too, it will another 19 credits which costs another $10000 (5 classes). They do accept 3 year bachelors but non-english speaking national have to pas Berlitz english proficiency exam.

On CPA, I heared that in some states you can appear for the exam and you can complet semister hour requirement with in 6 months from the date of the exam. Is it true ? If that is the case I want to sit for the exam 6 months before I complete my MBA.

I have a question about Delaware qualification.
I am now enrolled in US university as a senior – 4 year bachelor accounting degree program. However, I finished my 3 year college diploma in accounting prior to US university for 1 year transfer program.
Is my 3-year-diploma same as associate degree qualification in Delaware?
And does canadian taxation course are treated same as us federal taxation in terms of Delaware qualification?
Does delaware allow senior student sit for the test if 6 months left from graduation??

I would think the 3-year diploma program should count as long as your school is regionally accredited in the US. But I am afraid that the Canadian taxation course won’t count as the State Board specifically said “US Federal taxation” as the requirement.

I am afraid ICAI can’t help in the licensing… for Delaware, you’ll need to work in order to get qualified for the license. You might be able to get some credits recognized using your ICAI though.

For the purpose of CPA exam, correspondence / distance-learning from non-US universities do not count, so unfortunately the M.Com won’t be useful in this case.
On B.Com, my understanding is that this is typically a 3-year degree so you’ll only be qualified in Delaware.

May I ask whether your experience is supervised under a CPA (qualified in the US, Canada or Australia)? Because they only count experience with such qualification. For a 3-year equivalent degree, 4 years of accounting experience will be required.

Hi Manish,
I am afraid ICAI doesn’t count… The state board only recognizes CPA US and those CA/CPA from countries that are part of the reciprocal arrangement (IQAB). Unless you are taking advanced courses from accredited universities, you’ll need to get the experience supervised by the US.

Thanks for your time. I am from Toronto, Canada. I evaluated my credentails from FACS USA for Delaware and got more than 150 credit hours but without US Federal Taxation course. Athabasca University, Alberta, Canada has one course for US Taxation http://www.athabascau.ca/html/syllabi/taxx/taxx304.htm which is approved by FACS USA, but FACS USA told me that Delaware is not accepting any online course outside USA, means Athabasca University is claiming wrong. Secondly, is the experience from Canadian Chartered Accountant is acceptable ? Third, is there any other state, where I can qualify without taking US Taxation exam.

Hi Pardeep,

That’s strange… if it is accredited it should have been approved by Delaware. But I also heard that online/correspondence courses offered by non-US institutions don’t work.

Anyway, if you have more than 150 credit hours why don’t you try Illinois? Many canadians go through Illinois because the state board does not require social security number and no working experience is required to get the CPA certificate with 150 credit hours fulfilled. Also, I don’t think they require US taxation course.

It’s true that there are certain restrictions on CPA certificate vs license but seems like most Canadians are fine with that.

I sent email to state board of accountancy regarding accreditation of US Taxation exam from Athabasca University, Alberta, Canada and here is the response.

Please see the Rules and Regulations regarding Middle States Association of Colleges and Secondary Schools. I hope you find this helpful!

4.1.4.1 The applicant also must, upon request, submit proof that the college or university granting the degree was, at the time of the applicant’s graduation, accredited by the Middle States Association of Colleges and Secondary Schools or by another comparable regional accrediting association. A degree granted by a college or university not so accredited at the time of applicant’s graduation will not be accepted. Thank you for all your time and dediction to International Students of CPA!.
I got my evaluations done from FACS to give CPA exams with Delware state. FACS report mentioned that i have more than 150 study hours. but did not advise to do U.S. Federal Tax Course. So, i sent the application to Delaware Board and get a response from Delaware board that they are waiting for my Federal Tax Course transcript. I am from India studied B.Com (3 years) and M.B.A in Finance (2 years). Currently, I am in Chicago on rotation till January 2011. My questions are :

1. i am doing Enrolled Agent course from I.R.S and cleared 2 part exams out of 3. Whether passing E.A exams will be considered equivalent to Federal Tax Course as E.A is all about Federal Tax itself. If so, i will sit for 3rd exam soon and can send the E.A clearance certificate to Delaware Board to process my application.

2. By reading other discussions got to know Delaware is not a tw0-tier state. So, that means I can only attend exams but to get CPA certificate / license to practice i will have to meet 1 year experience (as M.B.A). Is my understanding is correct ?

3. Also, based on your replys to other candidates questions, i am curious to know i may qualify for Illinois Board which is 2 tier system as of now. Is Federal Tax Course is mandatory for Illinois ?. Whether Illinois Board accepts Notarized copies of marks cards from me to evaluate my CPA application. If so, i may try with Illinois Board as well to do CPA.

For Delaware their definition of experience is rather broad; i.e. they allow non-public accounting experience. You can check out the description in the rules and regulations:

I have B.Com(3 Years) and M.Com(2 Years) degree (regular) from India and have 3 years of teaching experience and for 9 years working for private companies. Since 2008 I have been working as Finance Manager in a software company in USA.

Would all the above qualify me to appear for the CPA Exam? Please advice.

Hi Sumesh,
Sounds like you have a good chance. I know from my readers that B.com + M.com can normally get you 150 credit hours but there are cases that people get less than that. It all depends on the courses studied, the grades and the school. So you’ll have to check with the evaluation agencies for sure.

For Delaware I am quite sure you can get qualified, but please be careful with the working experience requirements.

Looks like you have loads of experience in the US. If your work has been supervised by a CPA licensee then no problem you are all set.

I have BCOM Degree from India and 5+years of experience (From India) in Finance and Accounts, Banking and Financial Services Sector.

I plan to apply through Delaware. I am in US on L2 visa but not working as I recently had a baby. I plan to go back to India after couple of years. And will start my work again.

Is it mandatory that I have my experience evaluated before making an application. I seek to obtain CPA license. Kindly advise if I will have to work under a CPA post CPA certificate. OR is my experience in India (If evaluated/verified by US CPA) sufficient to obtain CPA license.

Your experience can count only if your work has been supervised by a US CPA licensee. (Note: Delaware does not recognize CPA equivalents e.g. those qualified from Canada and Australia). Let me know if it works for you. Stephanie

I’m from Jamaica.I pass my CPA AND ETHICS exams in Delaware from Yr2001. My bachelor degree was in Management Studies ,majoring in all the accounting subjects except auditing and taxation.Delaware refuse to grant me a certificate based on my degree not covering these two.For the past 35 years I have been working in the accounting field.This includes 5 years in auditing with Deloitte Touche and 4 years in internal audit in a regional development bank.I’ve been the Financial controller of my company for the past 20 years.
I Just need to be able to use the designation CPA so as to maximize my income in Jamaica-I’ve been an associate member of the AICPA since passing the exams.
which is the most likely states to grant me a cpa status?or what is your advise

Since rules keep changing, please double check with DE State board if taking extra courses can help fulfill the rest of the requirement.

I got a non-accounting undergraduate degree (hospitality management degree) from Boston University few years ago and took couple accounting courses there. Since I do not have enough accounting courses to take the CPA exam, I have been taking few accounting courses from accredited community college and UC Berkeley Extention Online program. Do you know if these classes will be accepted? Do you think Delaware is the best choice? I just want to pass the exams so I can include it on my resume…I have been also working as “accountant” for past 3 years in corporate accounting.. Thanks!
